    By the decision of the Collective Security Council of the CSTO of December 19, 2012 “On the basic educational institutions of higher professional education for training of the states-members of the Collective Security Treaty Organization in the field of civil defense and emergency response and in the field of fire safety”  The status of the basic educational institutions of the Collective Security Treaty Organization has been given to:
    - Academy of Civil Protection EMERCOM of Russia (hereinafter referred to as ACPE of the Ministry of Emergency Situations of Russia) - on training specialists in the field of civil defense and emergency response;
     - Academy of State Fire Service EMERCOM of Russia(hereinafter - ASFS EMERCOM of Russia) - on the training of specialists in the field of fire safety and emergency response. 
AHP EMERCOM of Russia
The main tasks and activities of the Academy of Civil Protection of the EMERCOM of Russia, as the base educational institution of the CSTO are:

  • the training of servicemen and officials of the CSTO member states authorized to accomplish tasks in the field of civil defense (protection) and emergency response in the basic programs of higher vocational, secondary vocational and primary vocational education, as well as in professional retraining programs (including directions of professional activity of a specialist), advanced training and professional training in the field of civil defense, prevention emergencies, protection of population and territories from emergency situations;
  • training of scientific-pedagogical and scientific personnel of the highest qualification on the programs of postgraduate vocational education;
  • carrying out scientific research aimed at solving problems in the field of civil defense, preventing emergency situations, protecting the population and territories from emergency situations, fire safety of the CSTO member states, and using their results in the educational process;
  • improvement and (or) development of new educational programs for personnel training in the interests of the CSTO member states;
  • development and publication of textbooks, study and teaching aids, providing methodological support of the specified educational programs;
  • conducting on the basis of state certification training, including passing examinations and tests for students trained in basic vocational education programs, advanced training or professional training (retraining) with the issuance of successfully completed training programs for state-standard documents of the Russian Federation;
  • distribution of teaching and research materials on the activities of the base educational institution of higher education;
  • development of cooperation with educational institutions, research organizations of the bodies of the CSTO member states authorized in the field of civil defense (protection) and emergency response, other interested structures;
  • organization of international conferences and other events on topical issues related to training for the CSTO member states;
  • organizing and facilitating the interchange of academic staff and students between educational institutions of the CSTO member states.

As a basic educational institution of the CSTO, the Academy of Civil Protection EMERCOM of Russia carries out the following main activities:

  • training military personnel and employees of the CSTO member states authorized in the field of civil defense (protection) and emergency response in basic educational programs of higher vocational, secondary vocational, primary vocational education that meet the requirements of federal state educational standards, within the state task set annually ( control digits of reception);
  • development of educational programs in the field of civil defense, protection of the population and territories from emergency situations, taking into account the specifics of the CSTO member states;
  • organization and improvement of the methodological support of the educational process, curriculum and curriculum thematic plans, programs of training courses and disciplines of the ACPE of the EMERCOM of Russia;
  • development of methods and means of training the population in the field of civil defense and emergency protection;
  • the training of scientific-pedagogical and scientific personnel of the CSTO member states in post-graduate professional education programs in accordance with the admission control figures;
  • professional retraining (including changing the direction of the professional activity of a specialist), advanced training and professional training of military personnel and employees of the bodies of the CSTO member states authorized in the field of civil defense (protection) and emergency response;
  • participation in basic research and applied research, developmental, experimental-technological and design and exploration work, experimental development in the field of civil defense, protection of the population and territories from emergency situations in accordance with the basic and priority areas of science, technology and technologies, taking into account the specifics of the CSTO member states;
  • development of scientific and technical products in the interests of the CSTO member states;
  • development and testing of software and other developments in the field of introducing modern educational and information and communication technologies into the educational process, issuing recommendations for their use in the CSTO member states.
 ASFS EMERCOM of Russia

The main tasks and activities of the Academy of State Fire Service EMERCOM of Russia, as the basic educational institution of the CSTO are:
  • training of specialists with higher and secondary vocational education, professional retraining, advanced training and professional training of employees of the fire services of the CSTO member states in the field of Fire Safety, development of proposals for the organization of training of specialists in the field of vocational education, development of the content of basic educational programs of all levels of education , development and examination of teaching and methodical support, as well as training the body of educational institutions in the field of fire safety of the CSTO member states;
  • development of requirements for the level of training of graduates and the content of educational programs in areas (specialties) of training and qualifications of higher vocational education, professional retraining, advanced training and professional training of fire and special services in the field of fire safety, taking into account the national specifics of the CSTO member states, and also the training programs for the teaching staff of educational institutions of fire and technical profile sudarstv - CSTO members;
  • certification, following the results of training, including passing examinations, tests by students who have completed training, professional retraining, advanced training or vocational training in a basic educational institution, and issuing successfully completed a course of study documents of the state sample of the Russian Federation;
  • development of projects of basic educational programs of higher professional education, educational programs for professional retraining, advanced training and professional training of fire safety officers of the CSTO member states in the field of fire safety, teaching staff of educational institutions of fire and technical profile, taking into account the national and regional specifics of the CSTO member states;
  • development, testing and distribution of teaching and research materials on the activities of the basic educational institution;
  • development of cooperation between educational institutions of fire-technical profile, research organizations of emergency and special services of the CSTO member states;
  • organization and promotion of the interchange of scientific and pedagogical staff and students between educational institutions of the fire and technical profile of the CSTO member states;
  • organization of international conferences and other events on topical issues developed by the basic educational institution.

For the implementation of these tasks, the Academy of State Fire Service EMERCOM of Russia, as a base institution of the CSTO, carries out work in the following areas:

  • training of employees of the fire services of the emergency services of the CSTO member states in the basic educational programs of higher professional, secondary professional, meeting the requirements of federal state educational standards, within the limits of the state task set annually (acceptance target numbers);
  • professional retraining (including with a change in the direction of the professional activity of a specialist) and advanced training of scientific and pedagogical personnel for the implementation of educational programs in the field of fire safety, including by organizing their internships at the Federal State Service of Emergencies of Russia;
  • development of educational programs in the field of fire safety, taking into account the national specifics of the CSTO member states;
  • development of innovative educational and information and communication technologies for the accelerated learning of knowledge, methods, techniques and forms of training for fire and special services personnel, taking into account their professional activities in normal and extreme conditions;
  • conducting research, development and implementation of modern equipment, equipment and technologies in the field of fire safety, prevention and liquidation of consequences of emergency situations;
  • training of scientific and pedagogical and scientific personnel of the highest qualification on the programs of postgraduate vocational education for scientific and educational institutions of the fire prevention services of the CSTO member states;
  • creation and maintenance of a database on regulatory legal acts of the CSTO member states in the field of fire safety, protection of the population and territories in emergency situations;
  • coordinating the development and implementation of joint educational and research programs with relevant research organizations and educational institutions of the fire-technical profile of the CSTO member states;
  • development of educational and methodical literature, audiovisual means in disciplines and courses related to the direction of training in the field of higher professional education of fire and technical profile;
  • creation and operation of specialized international, interdepartmental Training Centers for fire service specialists and special services of the CSTO member states on the basis of ASFS EMERCOM of Russia.
