Session of the CSTO Collective Security Council in 2013.

On September 23, 2013, the regular session of the Collective Security Council (CSC) of the Collective Security Treaty Organization was held in the city of Sochi.
  On May 28, 2013, an informal meeting of the heads of the CSTO member states of the Central Asian region (Republic of Kazakhstan, Republic of Kyrgyzstan, Russian Federation, Republic of Tajikistan) was held in Bishkek, during which the presidents focused mainly on improving the collective security system challenges and threats emanating from the territory of Afghanistan, taking into account the forthcoming withdrawal from there in 2014 of the International Security Assistance Force (ISAF).

     On May 15, 2012, an extraordinary, anniversary session of the Collective Security Council (CSC) of the member states of the Collective Security Treaty Organization was held in Moscow, dedicated to the 20th anniversary of the signing of the Collective Security Treaty and the 10th anniversary of the CSTO.

   On December 19, 2012, a meeting of the Collective Security Council (CSC) of the member states of the Collective Security Treaty Organization was held in Moscow.
      The presidents decided to approve the “Basic Guidelines for the Development of the Collective Response System of the CSTO Member States to Emergencies”, which envisage the development of a collective response system of the CSTO Member States to emergencies in a strategic perspective. It is intended to implement a list of specific practical measures that, together, will create an effective response mechanism for the Organization’s member states to emergencies caused by both natural and man-made factors, and carry out humanitarian operations in the region of CSTO responsibility involving a wide range of non-governmental organizations.   In particular, in order to ensure further progressive development of the collective response system of the CSTO member states to emergency situations, the deployment of humanitarian centers in the CSTO collective security regions will be worked out, including the development of a legal framework, deployment of material reserves, comprehensive logistical and financial support. activities of these centers, as well as the creation of groups of rescue formations.

     The document provides for the development of a common information and software space of the Organization for conducting regular information exchange and joint monitoring of the CSTO space in the field of the collective response system of the CSTO member states to emergency situations, as well as ensuring the interaction of the member states in joint actions. Much attention is paid to the coordination of activities of non-governmental and international organizations in order to use their potential in providing assistance to victims in emergency situations.   It is also assumed that a mechanism of preferential procurement of special equipment will be created to equip rescue formations and expand cooperation in improving the training system for emergency departments of the CSTO member states, organizing joint training of rescue formations.
    By the decision of the Collective Security Council of the Collective Security Treaty Organization of December 19, 2012 “On basic educational institutions of higher professional education to train specialists for the States members of the Collective Security Treaty Organization in the field of civil defense and emergency response and in the field of fire safety” the status of basic educational institutions was given The Collective Security Treaty Organization of the Academy of Civil Protection of the EMERCOM of Russia - for the training of specialists in the field of civil defense and elimination of consequences of emergency situations and the Academy of State Fire Service Emergency Situations Ministry - to train specialists in the field of fire safety and emergency response.
 
Session of the CSTO Collective Security Council in 2011.

December 20, 2011 in MoscowA regular session of the Collective Security Council (CSC) of the Collective Security Treaty Organization took place.
    The leaders of the CSTO countries discussed the optimization of military and military-technical cooperation, emergency response, information security, the fight against drug trafficking and terrorism.

  December 10, 2010 in MoscowA regular session of the Collective Security Council (CSC) of the Collective Security Treaty Organization took place.    The heads of the CSTO member states discussed the results of the organization’s work in 2010. The main attention is paid to measures to increase the effectiveness of crisis response mechanisms and to strengthen the security of the CSTO member states.
